Global Architects of Equitable Care: Nurse-Led Systems Leadership Through an ICCC One Health Platform for Underserved Populations

Biography:

Paula Hill-Collins, DNP, FNP-BC, PPCNP, FAANP, is Vice President and Clinical Director of St. Mary’s Health Wagon, a nurse practitioner–led nonprofit health system serving rural and underserved communities in Central Appalachia, United States. A dually certified Family and Pediatric Nurse Practitioner and Fellow of the American Association of Nurse Practitioners, Dr. Hill-Collins is a recognized leader in health policy, rural systems transformation, and advanced practice nursing governance. She leads the development of the Integrated Comprehensive Care Collective (ICCC) Model, a One Health aligned framework that integrates primary care, behavioral health, dental, vision, pharmacy, and digital health to strengthen rural health systems and reduce structural inequities. Her work operationalizes World Health Organization priorities for people-centered care, workforce optimization, and health system resilience. Dr. Hill-Collins has played a significant role in advancing nurse practitioner scope-of-practice policy, rural workforce development, and integrated care reform, and she advises and mentors emerging nurse leaders engaged in policy and systems change.
